PROBLEM TO BE SOLVED: To select an optimum irreversible encoding method capable of storing all encoded data within the size of a loaded memory with a simple control even when storage of data generated by a reversible encoding method is disabled. SOLUTION: A CPU 2005 analyzes image information inputted from external equipment 2001, compares a memory size for securing first encoded data generated by reversible encoding processing within a RAM 2010 with the memory size to be used, and discriminates whether the encoded data generated by the reversible encoding method can be completely stored or not. Based on this discriminated result, an irreversible encoding method capable of storing the encoded data by the irreversible encoding method for one page is automatically selected.
