PROBLEM TO BE SOLVED: To provide low gas-generating cement mortal and concrete capable of lowering the generation of ammonia. ;SOLUTION: This low gas-generating cement mortal and concrete uses a high-early-strength Portland cement, or uses a thermally treated or hypochlorite- treated aggregate and water as raw materials.
