PROBLEM TO BE SOLVED: To provide a navigation system that can grant a user a license to only use specific geographic information desired by the user out of a plurality of pieces of geographic information stored on a map storing medium.;SOLUTION: On the map storing medium 24 used by this navigation system 20, a plurality of pieces of appraised geographic information is stored. The license granting the user to use the geographic information is granted by means of a map management center 10 which can make two-way communication with the navigation system 20. The user transmits the information specifying its desired geographic information from the navigation system 20 to the map management center 10. The center 10 calculates the charge to the geographic information and charges for the user.
