The present invention refers to an integral system for controlling, protecting, measuring, communicating and maintaining a smart substation and facilities interacting therewith, said system presenting the following characteristics: a) It is based on Intelligent Electronic Devices (IED's) having control, protection, measuring, communication, and maintenance functions, presenting a single IED's (a totally integrated IED's) or a plurality of IED's. b) Communication between the three levels (upper, substation and lower) of the system, having open protocols complying with international standards. c) Compatibility of the information provided by the system for obtaining its integration in a System for Automating Distribution Substations (SIPASD). e) Communication at a lower level using IED'S's or RTU's for controlling, measuring and automatizing the equipments installed within the action range of the Integral System for Controlling, Protecting, Measuring, communicating and Maintaining Smart Substations (SISCOPROMM). f) Open architecture for allowing modular growth without affecting the operational capacity of the facility.
