A device and a method for offering personal fortune-telling information are provided to enable a user to view the fortune-telling information simply with a low expense by using chirognomy and physiognomy of the user, and enable the user to check the fortune-telling and health information easily such at an amusement park for adding amusement factors to induce interest from the user. A note inlet(100) outputs an input signal according to note input. A note storage(200) stores or discharges the notes inputted through the note inlet. A palm input part(300) receives the palm of the user. A button part(400) outputs a key signal according to button input of the user. An image detector(500) detects a palm and palm point image from the received palm, and outputs image data. A temperature/humidity detector(600) detects temperature and humidity of the palm, and outputs a detection signal. A fortune-telling information storing part(700) receives the image data and outputs the fortune-telling information matched with the received image data. A biorhythm checker(800) receives the detection signal and outputs analysis data after checking a health state of the user by using a biorhythm analysis program.
