PURPOSE: An apparatus and a method for activating/deactivating capacity monitoring in an asynchronous transfer mode super-highway network are provided to maintain consistency of information by preventing vague process of operation, thereby improving the reliability of network operation. CONSTITUTION: An operation receipt part(204) receives capacity monitoring activation operation from a main layer system(201) or an operator(202) related to network construction elements or logical elements requiring capacity monitoring, inspects whether the elements are activated, and stores in a data storing part if not activated. A capacity monitoring activation processing part(205) judges what capacity monitoring function is activated to the activation construction elements or logical resources for processing activation of each function required for construction elements. A critical value setting processing part(206) sets up an appropriate reference point when the network construction elements generate capacity alarm. A capacity alarm processing part(207) processes capacity alarm. A data processing part(208) stores and manages all information data, capacity alarm data, and data generated in processing capacity. A capacity alarm receiving part(209) receives capacity alarm generated in the network construction elements and a sub layer. A sub layer system(210) processes capacity monitoring activation and reports the capacity alarm to a capacity monitoring processor.
