Several hydroelectric power plants (1) are connected together in series via water inlet pipes (5) and are arranged along a river course (6). The other hydroelectric power plants are partly operated using cooling water or purified water supplied from a thermal power plant (3) or a water treatment plant (2) aside from the water supplied from the hydroelectric power plant on the most upstream side.
