A conveying unit (70) has conveyors (71a,71b) which forms multi-storied conveyor structure to convey glass panels and upper plates of flat fluorescent lamps (FFLs). The transfer plates are placed at respective ends of conveying unit. The glass panel feed unit (10), heating unit (20) and glass panel shaping unit (30) to produce upper plates, are placed at predetermined positions in conveying unit.
