A process for producing brushes, especially tooth brushes, comprises filling a holder (11) with bundles of bristles (B1,B2) in a filling station. The holder is then taken to a forming station (10,3) where heads (12) are formed on the bundles. The heads are then embedded in plastic using an injection-moulding tool. The holder is partially filled with bristle bundles in a primary filling station, and then with a second set of bristle bundles in a secondary filling station. The two sets of bristle bundles consist of different materials and/or have different lengths and cross sections. The holder is completely filled in the secondary filling station.
