Emission-inhibiting sediment layer comprises an active ingredient selected from humic material, biologically degradable soap, fatty acids or oleic acids, iron, manganese or their compounds and/or sulfur or its compounds and minerals selected from clay, opal, silica gel, sand, activated charcoal, wood charcoal, soot and hydraulically hardening mineral materials. Independent claims are also included for the following: (1) Method for producing a emission-inhibiting sediment layer; (2) Method for covering a sediment area loaded with pollutants; (3) Device for covering a sediment area charged with pollutants; and (4) Method for suctioning a sediment, pollutant and/or water using the device.
