The system has an electronic control unit (ECU) (15) with a diagnostic program, which is deactivated if a certain inclination grade or slope grade is determined. The program determines existence of malfunction, which prohibits shut down of a starter, when running speed or motor rotation speed does not drop down below a preset velocity or speed value, while a brake power is applied with a preset value during a preset time interval.
