The ruff has a blow-up ring or a ring shaped bead that is suspended in a groove like area via a narrow opening. A lengthwise adjustable noose is firmly connected with ends of the ring or bead. The noose is tied on a swimmer head such that the ring or the bead is drawn behind the head when swimming on water surface. The ruff is placed around a neck and the ends are banged together under a chin when pulled forward by a handle.
