The system has a brake motor pressing against a static flange plate and a speed sensor switching power of an electromagnet on reaching a marginal speed to control brake action. A centrifugal force brake (40) is axially and directly attached to an operating brake (42). The centrifugal force brake is activated by a centrifugal force on reaching another marginal speed and decelerates a rotating shaft.
