The device has a stay (3) fixed between the front side of a sailing boat and an upper part of a mast. A halyard (8) has an upper end fixed at a head (21) of a front sail (2) to haul up or haul down the sail. The halyard rotates around a longitudinal axis of the stay by a rolling head (4) and a driving unit (6). A pulley (610) passes a hoisting cable (9) connecting a lower end of the halyard towards back side of the sailboat.
