The device (1) has a rotating plate (4) arranged between two rails of a double rail path (3) and comprising an upper face extending slightly above the level of the rails of the path and carrying a portion (5) of a center rail (2). The portion (5) is pivoted above the rails of the path, in a service position of the rail (2). The portion is retracted between the rails of the path for permitting passage of trains or tramcars.
