The device (10) has a base (12) and a horizontal rotational axle on which blades (20) are mounted, where the blades acquire the kinetic energy of wind. Each blade has a principal longitudinal dimension which extends along the axle and along the length of the blade. The blade forms a rectangular panel with a longitudinal slit for creating an air passage. Eight blades are distributed in a regular manner around the axle to form a rotor.
