PPROBLEM TO BE SOLVED: To reduce erroneous detection while inhibiting detection sensitivity from lowering. PSOLUTION: An electric wire 11 for detection is buried in a river bed 3a so as to cross a river 3. A cut-off detection part causes a loop current to flow through the electric wire 11 at all times and outputs a cut-off detection signal to the effect that the electric wire 11 has been cut off when this loop current has ceased flowing. The electric wire 11 is fixed, at each of a plurality of positions thereof, to buried objects 12 buried in the river bed 3a, with the buried objects 12 having large fixation strength to surrounding earth, sand, etc. as compared with the electric wire 11.
