PROBLEM TO BE SOLVED: To allow an individual having his or her own philosophy, experience, knowledge, and technique to easily and widely disclose the information to society at low cost through a network such as the Internet, and to acquire the information, while allowing a general public browsing person to efficiently browse the information.;SOLUTION: Each individual who desires publication registers as a system user for value in an exclusive website set up by a system administrator, to place his or her proposition and information in files classified by category. Each proposition and information is checked by the system administrator and monitors to maintain the quality.
