PSOLUTION: When a data type discrimination section 57 in a data relay section 55 discriminates that a packet received from a first communication network is a remote operation packet for indicating remote operation contents of the terminal 6 to be operated by the operation terminal 5, the data type discrimination section 57 transmits the packet to the terminal 6 to be operated. On the other hand, when the data type discrimination section 57 discriminates that the packet received from the first communication network is a file transmission packet for indicating file transmission to the terminal 6 to be operated by the operation terminal 5, the data type discrimination section 57 transmits a file included in the packet to an application cooperation section 52, which instructs a file storage section 53 to record the file.
