PPROBLEM TO BE SOLVED: To make proper role assignment to each operator clear in a production line where employees and outside workers both work by objectively and quantitatively evaluating characteristics that element tasks have. PSOLUTION: Characteristics of the element tasks obtained by dividing production stages by tasks are evaluated by totally judging learning factors regarding learning periods needed to learn the element tasks and miss influence factors regarding levels of influence that operation misses exert. Each learning factor is evaluated based upon the difficulty level and occurrence frequency of the element task, restrictions regarding an operation time, etc., and each miss influence factor is evaluated based upon influence of the operation miss on quality, cost, safety, and environment.
