PROBLEM TO BE SOLVED: To provide an ordinary-temperature-foaming polyurethane stock which can give a vibration-damping flexible polyurethane foam, can be dispensed with a thermal heating operation, accordingly being applicable to a finished or semi-finished product and to provide a vibration-damping material obtained therefrom. SOLUTION: An ordinary-temperature-foaming polyurethane stock is constituted from an active hydrogen compound comprising at least 55 wt.% difunctional polyol having a molecular weight of 3,000-30,000, 1-10 wt.% trifunction polyol having a molecular weight of 3,000-15,000 and 5-35 wt.% monofunctional hydroxyl- or carboxyl-containing compound having a molecular weight of 150-6,000 and an organic polyisocyanate. A vibration-damping structural material into which a flexible polyurethane foam 20 is packed is obtained by pouring the polyurethane stock into the hollow part of a hollow structural material 10 and reacting and foaming it at ordinary temperature.
