PROBLEM TO BE SOLVED: To assure effective use of energy by greatly altering the amount of power generation from a generator in a short time. ;SOLUTION: When predetermined time is reached, a vapor amount set value at a next set time is read (step 1), and it is judged on the basis of dust quality at present time and characteristics of a burning plant whether or not the vapor amount of the set value can be achieved at the next set point (S2 to S4). If that can not be achieved, then the set value is altered and is adjusted to a set value that is achievable (step S6). If that can be achieved, then a combustion state in an incinerator is detected (step S7), a driving speed of a stoker is stepwise increased (or decreased) in response to a resulting combustion state (step S8). Further, based upon a deviation of a vapor amount set value at the next time point from a set value of a produced vapor amount at the present time a combustion air amount to the incinerator is PID controlled (step S9). Hereby, the amount of generation can sharply be varied in a short time to deal with a change in demand of electric power in a day and night.;COPYRIGHT: (C)1999,JPO
