The hand-operated slitting shears (1) have a lever (5) pivoted on a bolt (6) inside a housing (2). The lever has two sharp blades (27) side-by-side at its cutting end (26). An electric motor drives a cam (40) moving the end (25) of the pivoted cutting lever up and down. There is an actuating device (9) with a knob (16) on a lever (17). The system includes an eccentric (34) and a locking pawl (55).
