A bandwidth allocation device for ensuring QoS(Quality of Service) in an EPON(Ethernet Passive Optical Network) and a method therefor are provided to supply QoS by effectively distributing uplink frames sent to an OLT(Optical Line Terminal) from ONUs(Optical Network Units), according to priority, thereby satisfying the QoS as guaranteeing link efficiency. Uplink frames to be transmitted to an OLT from plural ONUs are divided by plural classes according to predetermined priority, and required bandwidths are demanded to the OLT according to each class(700,701). The OLT allocates the demanded bandwidths for the top class among the plural classes(702-708). The OLT dynamically allocates bandwidths for the other classes by using the remaining bandwidths(709).
