A method and a system for allocating resources on the basis of distributed scheduling in a wireless communication system where heterogeneous mobile terminals coexist are provided to enable selfish mobile terminals to reach the optimum resource allocation state in a stable equilibrium state by applying a terminal-initiated distributed scheduling scheme using a shadow price in allocating resources in a wireless communication system where heterogeneous mobile terminals having their respective resource utility criteria exist together. A mobile terminal transmits a DRC(Data Rate Control) message containing desired request data rate information to a base station(401). The base station, receiving the DRC message, carries out resource allocation scheduling for the request data rate by using a generalized utility function(403). Then, the base station determines the amount of resource allocation for the mobile terminal, creates a resource allocation message according to the determined amount, and transmits it to the mobile terminal(405,407). Based on the amount of the resources allocated at present, the mobile terminal determines the next data rate(409).
