A power, electrical, and communication system for underwater exploration and development is provided to improve durability, heating, delay due to cable length in the power, electrical, and communication systems used in general underwater exploration. A water surface power unit has a power supply terminal(120), a main power switch(122), a fuse(124), a frequency converting unit(126), a protector(128), a coupling(132), and a power abnormality checking apparatus(134). The power supply terminal(120) supplies power to a water surface. The main power switch(122) switches power applied to a mother ship by being connected to the power supply terminal(120). The fuse(124) is connected to the main power switch(122), and protects the mother ship or an underwater system in case of an excessive current. The frequency converting unit(126) is connected between the fuse(124) and the protector(128), and converts power inputted through the main power switch(122) and the fuse(124) into a high frequency. The protector(128) is connected to the frequency converting unit(126), and blocks the power supplied to the underwater system in case of abnormality in a path from a booster(130) to an underwater cable(2). The coupling(132) is connected to the booster(130) in a non-contact manner, and measures and compares impedance values of a power system. The power abnormality checking apparatus(134) is connected to the coupling(132), and detects abnormalities of the underwater system and the mother ship and generates an alarm.
