A thicker outer disk rests on an outer frame (A) in a force fit manner, and an inner disk freely rotates such that composite of the inner and outer discs does not press together under pressure of water. An actual bulls eye construction is completed by an externally attached, additional covering frame hopper with an insulation material casing.
