The device has wireless and wire data transmission, emission and/or reception units for controlling external peripherals that are equipped with software. The wireless units utilize ultra wide band, WiFi, Wimax or UMTS type technology and the wire units utilize powerline communication technology. The powerline communication technology utilizes electrical network such as existing public lighting network, as a communication medium. Independent claims are also included for the following: (1) a street furniture element comprising a device rendering the element to be communicating (2) a telecommunication network comprising several street furniture elements.
