The apparatus has an excitation unit for exciting a stator of a motor-generator (1) having salient poles by voltages with a rectangular wave at a level of starting angles of respective phase conductions of the stator, where the phase conductions are shifted to a predetermined angle with respect to a position of a rotor of the motor-generator. The starting angles of the conductions are controlled to change continuously according to an input voltage of a DC-AC converter (2) and rotation speed of the motor-generator.
