The device has a cable (3) pre-winded on a drum housed between permanent discs (15, 19) and moored by a hook, and unwinded under the effect of a load supported on the cable. The discs are permanently blocked by a cam (26), and cylinders (1, 2, 4) are provided for guiding the cable to wind and unwind. A frame is formed by two arms (13, 31) connected to bases of the arms through an axel (17). A shaft (12) is articulated at centre of the arms to retain a disc holder of the cable and to receive an end (24) of a freewheel (23) connected to a crank arm (21) for rewinding the cable.
