PROBLEM TO BE SOLVED: To provide a routing information offering device capable of indicating detours to each vehicle to mitigate traffic congestion and additionally preventing occurrence of traffic congestion over detours.;SOLUTION: A rout controlling server 18 receives current position information indicating the current position of a vehicle 11 and destination information indicating a destination from a car navigation device 13 through a user terminal 12. The rout controlling server 18 receives information including traffic congestion information from a VICS Center 19. The rout controlling server 18 generates routing information indicating a rout from the current position to the destination using map data based on various information received. The rout controlling server 18 transmits routing information generated to the user terminal 12. Moreover, the rout controlling server 18 generates controlled object information according to the rout indicated from routing information generated to transmit to a signal controlling server 20 controlling traffic signals.;COPYRIGHT: (C)2008,JPO&INPIT
