PPROBLEM TO BE SOLVED: To provide an evacuee guiding system, an evacuee guiding method and an evacuee guiding system for guiding an evacuee to a safe location even in the case of a place where it is difficult to install any disaster information sensor. PSOLUTION: A person 300 who moves in an evacuation guidance candidate facility 200 is made to carry a radio tag 301. The radio tag is provided with a disaster information sensing part 311 for acquiring disaster information and an evaluation validating route presenting part 312 for presenting an evacuation validating route. An evacuation route guiding system 100 registers disaster information transmitted from the radio tag and location information obtained from the reception timing in an evacuation route database with identification numbers. The evaluation route guiding system 100 searches for an evacuation validating route based on the movement information history of the radio tag moving to an evacuation completion location when a disaster occurs, and transmits and presents evacuation validating route information to the radio tag of an evacuee.
