PROBLEM TO BE SOLVED: To obtain a tool for forming an electrode in which thickness or amount of coating formed on inner surface of each hole part formed on a surface of a discharge tube can be made approximately uniform.;SOLUTION: The tool for forming the electrode for the discharge tube 31 includes numerous hole parts 29 formed on the surface of the discharge electrode part 18 and the same number of needlelike parts 37. These needlelike parts 37 are arranged so that the relationship in the position correspond to the hole parts 29 on one:one basis. First, a liquid state binder 39 to which powder composed of a substance with good electron discharging property is added is prepared and the hole parts 29 in the discharge electrode part 18 surface are arranged to be on a top side. Next, the needlelike parts 37 in the tool for forming the electrode 31 are immersed in the binder 39 so that the binder 39 is attached to the surface of the needlelike parts 37. Then, the tool for forming the electrode 31 is arranged above the hole parts 29 and after corresponding the needlelike parts 37 to which the binder 39 is attached and the hole parts 29 on one:one basis, the binder 39 is dripped into the hole parts 29 from tips of the needlelike parts 37 and the binder 39 is applied onto the inner surface of the hole parts 29.
