PROBLEM TO BE SOLVED: To provide a method, a system and a program for estimating a seismic sea wave source, based on a seismic sea wave height observed in a prescribed observation position, and a method, a system and a program for estimating the seismic sea wave source, based on the seismic sea wave height observed in the prescribed observation position, and for predicting the seismic sea wave height, based on the estimated seismic sea wave source.;SOLUTION: A prescribed initial water level fluctuation in each small area is found based on observation position response functions corresponding to time-serial pulse height fluctuations generated respectively in the two or more of observation positions by the prescribed initial water level fluctuation in the each small area, in the prescribed initial water level fluctuation in the each small area set by sub-dividing an assumed seismic sea wave source area, and time-serial pulse height fluctuations observed in the respective observation positions, and the seismic sea wave height in a prediction objective position is predicted based on a prediction position response function corresponding to a time-serial pulse height fluctuation generated in the prescribed prediction objective position by the initial water level fluctuation in the each small area, in the prescribed initial water level fluctuation in the each small area, and the found initial water level fluctuation in the each small area.;COPYRIGHT: (C)2008,JPO&INPIT
