PROBLEM TO BE SOLVED: To reduce drive voltage which causes the change of the contact angle of a liquid material part by an electro wetting phenomenon.;SOLUTION: The electro wetting device is equipped with the liquid material parts 4a and 4b having conductivity or polarity, and an electrode 1 applying voltage to the liquid material parts 4a and 4b while making a dielectric layer lie in between. The dielectric layer is composed as an anodic oxidation part 2 composed of metallic oxide formed by anodizing an electrode.
