PROBLEM TO BE SOLVED: To provide a telephone reception system, a telephone receiving method, a server, a presence detecting device, and a program that can securely detect whether a telephone operator is present to automatically control whether a telephone set can terminate or can not terminate.;SOLUTION: Presence detecting devices 170 to 1702 which detect whether operators are present at telephone sets 150 to 152 and transmit detection signals to personal computers 140 to 142 are provided according to the personal computers 140 to 142. The presence detecting devices 170 to 172 each include a load cell 180, a threshold setting unit 192 which sets a threshold 195 for deciding presence, and a presence decision unit 193 which decides the presence by using a measured value of the load cell 180 and the threshold 195.;COPYRIGHT: (C)2008,JPO&INPIT
