Monitoring system has network element whereby each network element (MGC) is associated with emitting (SEI, SE2) and examining units (PEl, PE2). Messages are sent from the emitting units of the network element, at determined time intervals, to the examining units in the communication network (IPN). Messages are sent to the examining units in the communication network by emitting units of the network elements at specific time intervals. When said messages are not detected at a time interval, the examining units in the communication network, consider the network element to be destroyed and an error message is sent to the network management system (NMS). The network management system releases the replacement of the respective network element relating to the respective safety network element (MGCr).
