PPROBLEM TO BE SOLVED: To reduce processing loads on a computer in prediction processing of traffic conditions when an unexpected incident has occurred. PSOLUTION: The predictive traffic information generator 1 is provided with: an unexpected incident detection part 11 for detecting an unexpected incident based on real time traffic information 21 distributed by a traffic information center 2; a predictive environment setting part 12 for setting a predictive environment parameter in accordance with the detected unexpected incident; a normal time traffic conditions prediction part 13 for predicting the traffic conditions at the normal time on the basis of statistical traffic information 22; and a traffic condition prediction part 14 for predicting traffic conditions when the unexpected incident occurs on the basis of the predictive environment parameter and predictive traffic information at the normal time. When an information processing part 10 detects an unexpected incident, it calculates an amount of accumulated traffic which cannot flow into a link to be regulated but stays in a boundary link, adds the amount of accumulated traffic to the amount of traffic as normal time traffic conditions to obtain the amount of traffic when the unexpected incident has occurred.
