PPROBLEM TO BE SOLVED: To provide a Web site construction support system, a Web site construction support method and a Web site construction support program that can efficiently insert link information (a notice link) for guiding a user to a goal page, into a Web page without requiring a human cost. PSOLUTION: The Web site construction support system comprises an input section 40 inputting the goal page out of the Web pages; an access log acquiring section 43 acquiring access log information; a computing section 44 computing access frequency and arrival frequency based on the access log information; a page determining section 45 determining the Web page with the access frequency larger than boundary conditions, as a client attracting type page and determining the Web page with the arrival frequency larger than the boundary conditions, as a conversion type page; a link determining section 47 generating the notice link with the client attracting type page as a link source and with the conversion type page as a link destination; and a page creating section 49 inserting the generated notice link into the client attracting type page of the link source.
