PROBLEM TO BE SOLVED: To attain re-encoding with less deterioration given to video information when a video image obtained by decoding an encoded stream of the video image is re-encoded.;SOLUTION: In re-quantization, a quantization matrix identical to a quantization matrix used in first quantization is not used, but the one obtained by converting only elements on the high frequency side among the respective elements of the quantization matrix into a double with comparatively high SNR per code amount is used. Since reduction in low frequency components in which many pieces of video information are included is small and the high frequency side with fewer pieces of video information is sharply reduced according to this configuration, the re-encoding with less deterioration provided to the video information is attained. Since elements on the high frequency side of the quantization matrix is set to the double with the relatively high SNR per code amount to be increased, reduction of deterioration received by the video information on the high frequency side to be reduced is also attained.;COPYRIGHT: (C)2008,JPO&INPIT
