PPROBLEM TO BE SOLVED: To provide a watermark evaluation system capable of performing high precision padding/detection of a watermark for a print document without being affected by print setting of a printer or scanning characteristics of a scanner. PSOLUTION: The watermark evaluation system 20 comprises a section 200 for padding a watermark in an evaluation sheet format 251 imparted with marks 252 and 253 for evaluating print density, a section 201 for printing the evaluation sheet format padded with a watermark as an evaluation sheet 250, a scanning section 203 for acquiring the scan image of the evaluation sheet, a section 204 for determining whether print density is suitable for watermark or not based on the print density evaluation mark imparted to the scan image of the evaluation sheet, and a section 202 for altering print density at the print processing section 201 depending on judgment at the density judging section 204.
