PPROBLEM TO BE SOLVED: To realize excellent information support based on human relation data, by easily grasping human relation of users by a computer, with accuracy at high speed. PSOLUTION: There are provided a user name input means 20 for inputting a plurality of user names, a public data search means 21 for searching public data including the user names input from the user name input means 20, so as to obtain the number of hits, a preset value decision means 22 for deciding whether or not the number of hits obtained by the public data search means 21 exceeds a preset value, and a human relation set means 23 for setting the human relation data among user names which the preset value decision means 22 decides to have the number of hits exceeding the preset value.
