PROBLEM TO BE SOLVED: To inexpensively provide a solution having a high penetrating property and a functional solution having high penetrating property, capable of safely using for many uses by preparing it without using a powerful medicine as a base medicine.;SOLUTION: This solution having high penetrating property is obtained by using an aqueous solution in which 2-4C carbinol is mixed in an amount of 35 wt.%; to 55 wt.% based on purified water as a solution to be treated and subjecting water cluster in the solution to be treated to subdividing and fusing treatment.
