PROBLEM TO BE SOLVED: To provide a moving picture processing technology that can quickly detect a scene change of a moving picture. SOLUTION: A moving picture Vd comprises frames F1-F12 whose images are configured with synthesis of color components in R(red), G(green) and B(blue) colors. When a change in a green pixel in each frame F is detected and the change exceeds a preset threshold, the image processing unit discriminates a scene change SC. Thus, the image processing unit can more quickly detect a scene change of the moving picture in comparison with the discrimination of the scene change through the change in pixel values of all RGB color components.
