PROBLEM TO BE SOLVED: To provide a public key certificate creation method, attribute certificate creation method, certificate relevance verifying method, public key certificate creation apparatus, attribute certificate creation apparatus, certificate relevance verifying apparatus and the like, in which relevance of a public key certificate and an attribute certificate can be accurately decided.;SOLUTION: A computer stores a hash value of a public key certificate to be newly created on the basis of contents of a public key registration application transmitted from a user device in the relevant public key certificate. Besides, the other computer extracts the hash value stored in the applied public key certificate in response to an issue application transmitted from the user device, stores the hash value and creates an attribute certificate.
