To reduce overhead in transmission of a wireless communications system upon handover from a source base station to a target base station, a request received by a transmitter for retransmitting a packet that has been confirmed before is neglected. Requests received by a receiver from the target base station for retransmitting a packet that has been confirmed by the source base station are also neglected.
