A method (100; 200) for determining code transmit power, comprising: a) obtaining (S1; S11) a code number in a downlink and a receiver maximum allowed dynamic range; b) determining (S2; S12) a lower bound and a target (SIR) of signal to interference upper limit of each requirement based on a block error rate (BLER) code; c) determining (S3; S15) a code with maximum upper bound SIR and establishing its reference transmission power upper limit target; d) determining (S4; S16) a desired relative ratio between each transmit power upper limit and the reference code based on the maximum allowed dynamic range; e) determining (S5, S17) a transmission power upper limit for each based on a constraint of the sum of the upper bound of the transmit power of code and based on the desired relative ratio, f) setting (S6 code; S18 ) a lower limit of the transmission power for each code at a minimum carrier power of the Node B.
