A method, system and apparatus for implementing load balancing, includes: the user capacity information source entity in the pool area informs the network element (NE) managed by itself which has a flexible signaling distribution function of the load information of itself; when the NE which has the flexible signaling distribution function needs to send a message, the said NE selects one user capacity information source entity from the user capacity information source entities managing itself according to the said received load information, and sends the message to the selected user capacity information source entity. By applying the scheme, the NE which has the flexible signaling distribution function may send a message according to the actual load situation of the user capacity information source entities. Thus the even distribution of the signaling messages is guaranteed, the network resource is saved and the network service quality is increased.
