A fuel processor is provided to enable the fuel processor to be replaced properly by measuring the sulfur adsorption state of a desulfurizer more accurately, a fuel cell system including the fuel processor, and managing methods of the fuel processor and the fuel cell system are provided. A fuel processor comprises a desulfurizer(110) having at least one sulfur sensor(113a,113b) installed on an inlet(111a) side and an outlet(111b) side thereof to determine whether the desulfurizer is saturated or not by the variation of a difference between a signal sensed by the inlet side sensor and a signal sensed by the outlet side sensor, wherein a fuel source flows in and out through the inlet and the outlet. The sulfur sensor is installed in a sulfur adsorbent(112) charged into the desulfurizer. The sulfur sensor is installed in an inner space of a housing(111) adjacent to the sulfur adsorbent contained in the desulfurizer. The fuel process includes a plurality of desulfurizers to use the desulfurizers alternately. The sulfur sensor senses at least one of variations of electrical property values, physical property values, and chemical property values.
