A kind of system and method are more safely verified at one a piece of OTP card of user's replacement of enabling in a user setting for encrypting the interface between portable hard security module and an Encryption Algorithm base server based on algorithm chip and access to a financial system for being verified to use. A kind of method is comprised the following steps for verifying a user. If the user by a PC accesses a financial system, a network gaming or other on-line plannings, one server of the operation program with installation generates a random number, to be identified by a specific function for user, transmission counts to PC at random and user is requested to input a password. User is inserted into a HSM (hardware security module), and the pad of an Encryption Algorithm substrate is mounted there, into a USB port of PC, inputs password. Then HSM encrypted random numbers and transmit encryption count to server at random. Server decrypts the random number being received and the random number of decryption compared with storage and the first transmission random number. If two random numbers are identical, the right to use of server distribution financial system or the network gaming to user. Otherwise, server is from user's denied access.
